The State Comptroller administers the New York State and Local Retirement System for public employees; acts as sole trustee of the Common Retirement Fund; maintains the State’s accounting system and administers the State’s payroll; issues reports on state finance; manages the State’s assets and issues debt; reviews State contracts and payments before they are issued;conducts audits of State agencies and public benefit corporations; oversees the fiscal affairs of local governments; oversees the Justice Court Fund and the Oil Spill Fund; and acts as custodian of abandoned property and restores unclaimed funds to their rightful owners.
